Better learning content can be provided by online instructors without violating fair use.  Instructors can feel more at ease when teaching when they understand the general guidelines of Fair Use.  Instructors do not need to worry about asking for guidance when they are unsure about Fair Use

How do Fair Use and the TEACH Act correlate to the delivery of reliable content?

TEACH Act does not supercede Fair Use or any existing digital license agreement.  The TEACH Act is a balance of the needs of distance learners and educators with the rights of copyright holders as well.
